Job Description

Position Summary The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families. The CDD's Early Childhood Network (ECN) seeks an Education Consultant to deliver specialized education, training, technical advice, and consultation on current best practices for services delivered through the New Mexico Individuals with Disabilities Education Act (IDEA) Part C system. The role supports statewide professional development for early intervention educators and interdisciplinary professionals implementing IDEA Part C, comparable to preschool classroom educators under IDEA Part B. ECN has partnered with IDEA state leads for over thirty years. Responsibilities Collaborate with state leaders to conduct educational and system needs assessments. Review state and national resources to maintain, develop, and implement professional development systems. Provide group and/or individual specialized education, training, technical advice, and coaching on current best practices in early intervention, in person or virtually. Work with early intervention programs, school districts, and early childhood partners to advance education and early childhood outcomes for infants and toddlers with developmental delays. Participate in state and regional interagency meetings, advisory boards, committees, workgroups, and strategic planning efforts. Create, compose, and edit written materials; organize resources; establish priorities; adapt to shifting priorities; communicate effectively with diverse communities throughout New Mexico. Qualifications Minimum Qualifications Bachelor's degree. At least 3 years of experience directly related to the duties and responsibilities described. Preferred Qualifications Master's Degree in Early Childhood Education, Special Education, or a related field with emphasis on early childhood development and specialized instruction. Experience working in the NM FIT early intervention system delivering or having oversight of family‑centered, relationship‑based, transdisciplinary services to young children and their families. Experience delivering training, technical assistance, consultation, and meeting facilitation in person and via distance learning technologies (webinars, virtual meetings). Experience designing and developing in‑person, virtual, and online training modules, resources, and materials. Experience collaborating with professional development teams, advisory groups, state, regional and local school and cross‑sector partners. Key Knowledge All aspects of IDEA Part C, IDEA Part B, and NM Administrative Code governing services for young children with developmental delays and/or disabilities, including evaluation, assessment, individualized planning, natural environments, early childhood outcomes, and transition. Evidence‑based practice in early intervention including Family Guided Routines Based Intervention, family‑centered practice, caregiver and practice‑based coaching, and capacity building. Instructional design, adult learning principles, online learning, and implementation science. Conditions of Employment May require discipline‑specific licensure and/or professional certification, as specified by the department in the preferences. Employees who provide services or work in patient care or clinical areas must comply with the University's influenza vaccination requirement. Additional Requirements Background check and fingerprinting required. Occasional statewide travel, including overnight stays. This is a term position dependent on annual funding. The contract has had continued funding for over 30 years.
