What You'll Do: Performs responsible clerical, customer service, and routine technical work related to Solid Waste Disposal scale operations, including weighing inbound and outbound vehicles, identifying and documenting incoming solid waste types, processing transactions, maintaining records, and accounting for tipping fees. Provides assistance to customers and haulers, answers questions, and performs related work as required. Work is performed under the regular supervision of the Landfill Supervisors.
Essential Tasks & Responsibilities: • Receives, registers, and weighs incoming and outgoing refuse and yard waste vehicles at both the Landfill and ICF facilities.
• Establishes customer accounts and enters load data into the computer system.
• Receives, processes, and records cash, charge, and account transactions.
• Screens incoming waste loads to verify acceptable materials and reject unauthorized or prohibited materials.
• Balances cash, charge, and transaction records at the end of each workday.
• Directs drivers and customers to the proper disposal or processing areas, including the Landfill, ICF and MRF.
• Maintains a working knowledge of acceptable and prohibited waste materials.
• Performs general office and clerical duties, including recordkeeping, data entry, and accounting for tipping fees using computers, phones, and two-way radios.
• Answers incoming phone calls and responds to customers and hauler inquiries while effectively managing multiple tasks.
• Sends and receives emails daily using Outlook, including providing duplicate receipts upon request.
• Assists with administrative support duties such as timekeeping, billing, quarterly tax reporting, and related office functions.
• Ensures all work is performed in compliance with OSHA regulations and City safety policies and procedures.
• Provides excellent customer service and maintains professional interactions with the public, contractors, and staff.
Qualifications
• High school diploma or GED equivalent required.
• Approximately three months of on-the-job training required.
• Ability to establish and maintain effective working relationships with City departments, employees, customers, and the public.
• Knowledge of, or ability to develop knowledge of, landfill and compost rules and regulations, including banned and hazardous materials.
• Accuracy in data entry and strong communication skills, including telephone and two-way radio communication.
• Ability to work at a steady pace and perform effectively under pressure while managing vehicle traffic and customer demands.
• Ability to handle difficult or unpleasant customer interactions in a professional manner.
• Ability to work independently or in coordination with a secondary-scale house operator.
• Ability to work additional hours as needed to meet operational requirements.
• Valid North Carolina Driver's License
Qualifications: Physical Requirements
• Hearing/Speaking - Expressing or exchanging ideas by means of spoken word. Perceive nature of sounds by ear. Necessary to converse with supervisor, employees, and the public in person and by telephone.
• Visual Abilities - the ability to perceive the nature of objects by the eye is required for this position:
o Acuity, far - clarity of vision at 20 feet or more. Both eyes 20/30 - R 20/30 - L 20/30 corrected.
o Acuity, mid-range - clarity of vision at ranges from 20 inches to 20 feet.
o Acuity, near - clarity of vision at 20 inches or less. Both eyes 20/22 corrected.
o Depth perception - Three-dimensional vision. Ability to judge distance and space relationships to see objects where and as they are. Depth Perception - 4.
o Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point.
o Accommodation - Must be able to adjust the eye lens to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye.

o Ability to be conversant in voice and dictation so as to convey ideas. Be conversant with supervisors, Solid Waste Disposal Superintendent and the general public
o Ability to express ideas in technical terms associated with public works, while remaining polite and courteous.
o Must sometimes be forceful in the enforcement of rules and/or policies.

• Physical Surroundings
o The Scale House Operator is subject to inside environmental conditions.
§ Employee will be working inside of buildings with protection from weather conditions, but not necessarily from temperature changes.
