Position Summary

The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.


The CDD's Early Childhood Network (ECN) seeks a candidate for the role of Education Consultant to deliver specialized education, training, technical advice, and consultation on current best practices for services delivered through the New Mexico Individuals with Disabilities Education Act (IDEA) Part C system. This position supports the statewide professional development for early intervention educators and interdisciplinary professionals working to implement IDEA Part C.


The person hired for this position will collaborate with state leaders to perform Part C educational and system needs assessment and a review of state and national resources available to maintain, develop, and implement a system of professional development to teach, educate and train early intervention educators and interdisciplinary professionals. They will provide group and/or individual specialized education, training, technical advice, consultation and coaching on current best practices in early intervention either in-person or virtually through a variety of formats.


The ideal candidate for this position has a background and experience in providing in-person early intervention services, interdisciplinary practices, and has trained/mentored other professionals. They are knowledgeable about IDEA Part C, family-centered practices, and caregiver coaching (preferably FGRBI). They are knowledgeable on the developmental needs of young children (birth to three), evaluation, assessment, individualized planning, early childhood outcomes, transition, and other critical aspects of service delivery to support the educational needs of infants and toddlers and their families.


The candidate will work in collaboration with early intervention programs, school districts, and other early childhood partners. They will participate in state and regional interagency meetings, advisory boards, committees, workgroups, and strategic planning efforts in support of education and early childhood outcomes for infants and toddlers with disabilities/developmental delays and their families.

They will have the ability to create, compose, and edit written materials. They will be skilled in organizing resources, establishing priorities, and working efficiently. They will have the ability to be flexible with shifting priorities. They will have strong interpersonal communication skills and the ability to adapt and individualize their approach to work effectively with a wide range of constituencies from diverse communities throughout New Mexico. This position is based in the Albuquerque CDD office and requires occasional statewide travel including overnight stays, and participation in reflective practice study. This is a term position subject to continuous employment renewed annually and based on annual funding. This contract has had continued funding for over 30 years.

Minimum Qualifications

Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

Masters Degree in Early Childhood Special Education, Special Education, Early Childhood Education, or a related field with emphasis on early childhood development and specialized instruction.


Experience
  • working in NM FIT early intervention system delivering in-person family centered, relationship-based, transdisciplinary services to young children and their families;
  • delivering training, technical assistance, consultation and meeting facilitation in-person and methodology using various technologies including through distance learning techniques (webinars, virtual through Zoom, etc.);
  • designing and developing in-person, virtual, and on-line training modules, resources and materials;
  • working in collaboration with professional development teams, advisory groups, state, regional and local school and cross-sector partners.
Knowledge of
  • all aspects of IDEA Part C, IDEA Part B, and NM Administrative Code governing services for young children with developmental delays and/or disabilities and their families including evaluation, assessment, individualized planning, natural environments, early childhood outcomes, transition and other critical aspects of service delivery;
  • evidence-based early intervention practices, including Family Guided Routines Based Intervention, (FGRBI) family-centered practices, family capacity building, caregiver coaching, and practice-based coaching;
  • instructional design, adult learning principles, online learning and implementation science.
